It depends on how the truck is set up.
In or around 2010 I was assigned a Volvo that had a receptacle on the outside below the sleeper. Open the little flapper lid and there were male prongs in there so you can plug the female end of an extension cord in.
The only thing it did was provide shore power to an outlet in the sleeper. There was a different plug in receptacle further forward on the truck, below the drivers door I think, where you could plug in a cord for the block heater.
There was no onboard charger. But that's just how the company ordered that particular batch of trucks.
