Looks like China, I'd guess someone either tried to repair a casing they shouldn't have, or just did a poor job of fixing a repairable casing. They did do a good job of bonding the cap, though.

BTW, that likely wouldn't go boom, probably just hiss when you pushed the knife. Big booms come from rapid casing failure, that's outside the casing.
