ALL new cars in NSW could soon be fitted with anti-speeding devices that would make breaking the limit almost impossible and render speeding fines a thing of the past.

well it makes you wonder but would they really be wanting to give up the lost revenue from this?

Sure when they collect it from a bigger pot. In NY I have toll roads, said to pay to maintain the roads, they don't. I also pay for state inspection every year per vehicle with/without a motor, and registration. Plus tax on each, Now add a gps and limiters and the issue's or people involved. And that's just for a personal vehicle. Big truck? Add a few more, like miles driven in NY, CT NJ whatever, and fuel consumed.
