Thermo king Apu old style

I just bought a truck with a thermoking apu and the apu is not working pulled the cover off and went and reset it and I can see the starter spinning but not engaging to the flywheel trying to finger out whit it can be and I also noticed a 5amp fuse down the the starter that was corroded and went to pull it out and one of the blades to the fuse broke off and would that have anything to do with it

5 amp? Sure it's not a 50 amp?

If the starter is spinning, it sounds like the bendix in the starter is bad and the starter needs to be replaced.
