Stainless steel fenders

I have out side fender mounts on stainless Steel fenders ! My problem is that the brackets will not tighten up all the way to keep them from flopping ! Any advice would be greatly accepted and appreciated

Gun them with an impact gun until the bracket bends a little in the middle.

I had the same issue with mine
