So I want to buy a truck from my boss. It is a 2006. It already has the PM Filter on it. Am I allowed to buy the truck and run it as my own or will I need to Install a 2010 or newer Engine.

You can buy the truck and run it with the emissions system it has. That’s all legal. However being in California with a truck of that vintage idle laws will apply. CARB has only exempted the 2010 and newer with the certified clean idle sticker on it.
