Any shop doing the work is going to use a new locknut and hammer it down with a 3/4 impact. But the torque is based on the nut size. If is a 2 1/4” - 2 1/2” nut then yeah it’s around 650 ft-lb. To get more accurate to torque some places use a tool called a raptor. It’s a air/hydronic deal that braces itself against the nut with and arm and then turns the nut. But 90% 3/4 impact hammer it and go.
