Why is everyone closing up shop?

A few years ago when rates skyrocketed due to the ELD mandate, carriers expanded to jump on the bandwagon. Rates returned to normal and now these carriers are hurting due to the extra drivers.

Side note, I wonder how many of these carriers offered a 'guarantee pay'.
