i agree with bull that is not easier its a waste of time for the driver. if u have to scan then mail them as it takes more effort to get the paperwork in the envelope and seal it then try to find a mail box to send it as there irs rarely a mailbox at the truck stop.
A friend of mine transports dangerous loads, like flameable and toxic goods, and needs to bring with him a lot of papers and permits because of this. He uses a GSM mobil fax in his truck to receive/send the documents from the road. Sound kind of neat, he seems satisfied.
