PHMSA Proposes Simplified Fuel Hauling Regulations to Enhance Safety and Efficiency

The Pipeline and Hazardous Materials Safety Administration (PHMSA) recently proposed a plan to simplify fuel hauling regulations. This Notice of Proposed Rulemaking (NPRM) was issued on October 4, 2024. It aims to improve safety and reduce the burden of compliance for fuel haulers.

The new rules target key areas in the transportation of hazardous materials. These include highway, rail, and vessel transport regulations. One significant update is the change in marking requirements for cargo tanks that carry multiple petroleum distillates. This will make it easier for trucking companies to meet marking standards and reduce confusion.

Another key change focuses on revising the requalification requirements for cargo tanks. PHMSA expects that these changes will streamline operations and enhance safety. The agency believes these revisions reflect the evolving needs of the industry while maintaining a high level of safety.

PHMSA is actively seeking comments from the public and industry professionals. The agency estimates the new rules could result in annual savings of about $97.3 million. Truckers and fuel haulers are encouraged to provide feedback. PHMSA has opened the rulemaking process for comments, allowing stakeholders to have a voice in shaping the final rule.
