People that don't have to go to work are not taking this seriously enough and are treating this like a vacation and heading to the stores to do nonessential shopping.

The patterns are the same as near Christmas. No cars on the roads in the morning until 11:00 or 12:00 and then everyone is on the roads and the store parking lots are completely packed.
