When the sign at the pass (today it's Snoqualmie Pass in WA) says 'chains required', why won't drivers take the time to put chains on? Now the pass is closed because of spin outs because drivers didn't chain up, and there are miles of trucks backed up, missing offload times, screwing up their ELD drive time, and of course, stuck in the middle of I90 where they can't get off the highway, get a hot meal, etc. I know it's a pain in the a**, but I wish the fines were enforced and much higher than they already are. If you don't carry chains, don't know how to put them on, don't want to put them on, etc. - stay off the roads with mountain passes in the winter!
