Pursuit of a per-mile road tax in Massachusetts is dead in the water. Gov. Charlie Baker followed through on his threat to remove from a larger bill to finance road and bridge improvements a requirement to apply for federal funding to test a driver tax based on miles traveled.
The Democrat-led state Legislature sent a bill to the Republican governor to pursue a pilot program similar to odometer fee programs in Oregon and California. The programs each authorize up to 5,000 volunteer motorists. Participants pay by the mile using GPS technology or at the pump via a wireless transponder.
