I think the cops here have just given up. They arrest people for serious crimes, and the courts let them out on bail the next day, even if they were already on bail when they committed a crime. The Jails are full. Need to build more of those.

I don't see police "patrolling" anymore. Call the cops for a non-emergency and who knows when they will show up.
They are busy with shootings and car jackings trying to arrest those folks only to have them released on bail the next day.
