Program effectively blocks registrations by unfit carriers

A federal program intended to block unfit carriers from obtaining or maintaining vehicle registrations has been implemented by 25 states, and it apparently works well, a government watchdog agency says. What’s less clear, however, is the extent to which the success in taking those trucks off the road translates into reduced highway crashes, the Government Accountability Office said in a report released Tuesday, May 12.

Trucking companies do need to be watched, in order to keep the bad ones off the road. I just hope that they will look at each company equally, rather than turn a blind eye to the large companies that bring them lots of revenue via these yearly registrations.
 
I wonder what exactly qualifies against a carriers "safety" rating? Bad crashes, bad DOT inspection, I'm sure, but how far do they take it I wonder?
