Program Summary
The American Recovery and Reinvestment
Act of 2009 (Recovery Act) amended the
Trade Act of 1974 to authorize the Trade
Adjustment Assistance Community College
and Career Training Grant Program
(TAACCCT).

The Health Care and Education Reconciliation Act signed by President
Barack Obama on March 30, 2010 included $2 billion over four years to fund the
program.
On January 20, 2011, the Department of Labor (DOL) announced the fiscal year 2011
grant competition for the TAACCCT program and DOL expects to award
approximately $500 million in grants through the grant program this year. By statute, the
program is designed to ensure that every state, through its eligible institutions of higher
education, will receive at least $2.5 million in grant awards. Eligible individual institutions
and consortia of eligible institutions were encouraged to apply. This funding will enable
eligible institutions of higher education to expand their capacity to provide quality
education and training services to Trade Adjustment Assistance (TAA) for Workers
program participants as well as other individuals to improve their knowledge and
skills and enable them to obtain high-quality employment.
The TAACCCT program is designed to meet industry needs while accelerating individual
learning and improving college retention and achievement rates. The overall goal is to
increase industry-recognized credential or degree completion rates of participants.
Projects are encouraged to use online or technology-enabled learning to achieve
these objectives. DOL is implementing the TAACCCT program in partnership with the
Department of Education. Applications for the first year were due to
DOL on April 21, 2011 and it is expected that grant awards will be announced by
September 30, 2011. Announcements 07-05-2011: The

Provider's Held Accountable:

The WIA program forces training programs to be accountable for their students. If a truck driver training school cannot place but a small percentage of their students, then they are frowned upon by the WIA representatives. They look for 95+ pass rate as well as placement. If students cannot get through their programs, it shows a lack of efficient training...If a school fails to place a student, after they graduate, then they look at the school to see why they took that student in the first place.
The main goal of the WIA program is to help a participant to enter or re enter the work force with adequate training, so that they can make a competitive wage to help to support themselves and their families.
The Workforce Investment Board reviews quarterly reports on the providers that they do use. They can always find another provider that will comply.
This does help to minimize abuse by training programs.
I have seen too many times a driver begging for a job after graduation, that has a DUI that is 2 years old. the school should not have taken the student. But, they would, just for the money.
These training programs have to straighten up, or they will not be approved as a provider for training
 
Participant's Are Held Accountable, as well:


Abuse of Federal grant money has occured in the past. A zero tolerance policy has been adopterd for this type of behavior.

Potential participant's are required to pass work keys testing. If their education level is not up to par then they will have to take additional classes to get their placement scores to an acceptable grade level.
Some state's require that a participant have or obtain a high school diploma or GED to qualify for acceptance into the program.

A student's conduct and participation in their training course is of vital importance. If the WIA case worker receives a bad report about their participant, they will disqualify you from the training program.
