Big rubber bags on trailers?

I'm not a trucker, but my girl and I can't guess what they contain. They're as big as the trailer and I see them running up and down I-5 in Oregon sometimes. Oil? Water? Thanks! My Google-fu is not strong enough to answer this question today!

they are chemical bags full of cancer causing chemicals... The pull the plug and drive up to Seattle from LA and leak a little out the whole way. Don't get near the truck unless you want to be poised. Stay far away....FAR FAR AWAY FROM THE BIG TRUCKS .....
