Why doesn't the trucking industry instead use ton-miles to gauge its business?

A unit of measure: one ton of freight moved one mile.

The railroad industry uses ton-miles, I believe. It boasts that fuel cost per ton-mile with modern locomotives can be 1/4 to 1/5 the fuel cost per ton-mile that the trucking industry typically sustains.

Another question: do company drivers get paid to deadhead, drive an empty rig? Do they get paid the same per mile to drive a loaded rig? I would think the bean counters of this business would try to minimize deadheading miles as much as possible as an empty truck, it seems, would generate no revenue but only incur costs just as empty seats on a flying jetliner are costly to airlines.
