Uniform 80,000-pound truck access coming to all Illinois roads

Illinois Gov. Pat Quinn has announced that on Monday, July 13, he will sign the $29 billion capital bill for road, bridge and school construction that the Illinois General Assembly passed back in May.

The capital bill will be funded by increasing the automobile registration fee, the non-commercial driver's license fee and the title transfer fee. The capital bill does not increase the cost of a CDL, and it also does not increase the cost of registering vehicles more than 8,000 pounds.
The capital bill also includes uniform 80,000-pound truck access on all roads unless otherwise posted; however, the increased weight limit does not go into effect until Jan. 1, 2010. Local jurisdictions still will be allowed to post a road because of freeze-thaw cycles or if a bridge or culvert has a restricted weight rating.

As a tradeoff, some truck overweight fines will increase with the fine money going into the capital construction fund.
