TIJUANA, Mexico — U.S. authorities began working Tuesday on Mexican soil for the first time to inspect trucks bound from Tijuana to the United States as part of a new enforcement program intended to reduce congestion and speed cargo across one of the nation's busiest border crossings.

The joint inspections by U.S. and Mexican officials were launched after Mexican lawmakers overcame resistance and approved changes to the country's firearms law to permit foreign customs and immigration officials to be armed on the job.

"The benefit is very simple — avoid double inspection," Mexican Treasury Secretary Luis Videgaray said at the joint facility in Tijuana's Mesa de Otay section, a few blocks from the crossing.

This is Mexico we're talking about. Their sovereignty means absolutely nothing to me,because ours means absolutely nothing to them.
Yeah, "They" U.S. Customs does the same thing at Buffalo-Fort Erie. They have U.S, Customs agents and x-ray trucks on Canadian soil. Canadian sovereignty must mean nothing also.

Here is how it works. If you get X-rayed on the Canadian side then you get a brightly colo(u)red paper to show the traffic marshaller (civilian). Then you hold your FAST card to the RFID reader and they give you a green light as you idle through the lane. Or a red light if information was not imputed properly by Customs at the pre-inspection.

The ACE and FAST program WAS supposed to work that way. Idealy you would hold your FAST card to the RFID reader and they would have all your info, The truck/trailer and load info. And it did work like that for a bit when the card first came out. Post 911 mind you.. Now they have most of the revenue they are ever going to get out of the FAST card it is back to slow lines and B.S.

Here is the thing. You are under no obligations to go through pre-screening. I went a few times and then figured getting X-rayed all the time can't be good.
When you go for secondary X-ray they have you stand outside of the truck while it is x-rayed.

Some drivers are stupid and can't read the signs that say you do not have to go through pre-screening. Also the language in said posted sign makes it sound like if you refuse, You will be turned around.

Like I said I don't go through there anymore. Even when the traffic marshaller tries to wave me in I give him the finger and keep on rolling to the U.S. side for screening or secondary if need be.:D
