It is true. I've seen several articles from other sources.I hope it is. This may give the 'legal' driver and OO's the power they need to command proper pay and rates.

Other than these couple of high profile accidents who or what is finally bringing it out in the open?This is very much true. It's not California stepping up to the place willingly, though. It is California having no choice but to own up to their illegal activities and now do something about it.
Folks, this CDL movement is gaining more and more momentum. I wish there was a way to get the entire trucking industry, those who want to see it repaired at least, to jump on board this train and push it until the entire country is cleaned up of from these drivers who have no business out here.

The Canada needs it's own version of Trump.IMO, you should be a citizen to get a CDL. As for cross border you should be a citizen of the U.S. or Canada to drive commercial in either country.
Most people will say that there should be no cross-border trucking, and it should be cross-docked at the border, and I agree with that 100%!
The mess you have down there is the same mess we have up here. People that are not citizens are given CDL'S. They can't speak or read English, can't read the road signs.
Not to mention driving down rates and driver wages.
